Developing the competence in assessment of students’ learning outcomes according to competence-based approach is considered an important key to improve the competence in accessment for managers and lecturers of pedagogical universities. A solution is proposed to foster the competence of managers and lecturere in assessment of students’ learning outcomes according to competence-oriented approach with specific objectives, content, methods and scopes. This article presents an experimental study on applying that solution at a number of pedagogical universities in Vietnam to confirm its effectiveness and feasibility.
