Construction consultants tend to attach importance to the closing phase of a project, while managers consider the planning and organizing and implementation stages to be more important because those stages are often riskier. In addition, when dealing with actual risks, the evaluation contractors prioritize the use of risk response techniques such as risk transfer, risk avoidance, and risk reduction. The option to accept the risk is not prioritized by the contractors.
