Building a contingent of cadres and public employees is a key task of Vinh University, especially in the face of educational reform and international integration requirements. This article aims to analyze and propose some solutions to develop the staff of Vinh Univeristy in the present period. The theoretical framework of this study is the political documents of the Communist Party of Vietnam and the Resolutions of the Party Congress of the university. Data on university cadres and public employees in the last 5 years are collected to contribute to an overview of the university staff as well as factors affecting its quality. A set of solutions is then proposed to improve the quality of the staff, including the following aspects: the recruitment, training, staff evaluation and the working environment for staff.
