The effectiveness of sexuality education for primary and secondary school students is determined mainly by the capacity of teachers. The article publishes initial studies on the competency framework - a criterion for evaluating the competency of primary and secondary teachers in sexuality education, and the basis for teachers and administrators to be aware of the specific needs for sexuality education for students. Based on the Delphi method, which is commonly applied in education science, we have proposed a framework and criteria for assessing sexuality education capacity. The results published, based on consensus of experts, need to be experimentally studied to test their feasibility.
