Developing student’s problem-solving competency is one of the important tasks in teaching in general and teaching General Physics in particular. Based on the theoretical framework of competency-based learning, we propose a hypothesis on the measures to develop problem-solving competency for students and test it when teaching General Physics to experimental group of students at the School of Military Technical Officers. The three proposed measures include: guiding students to self-study, teaching strategically in class, and assessing learning outcomes. After applying the measures, we conduct a survey to assess the students’ progress in problem-solving competency. The results show that the three measures mentioned in the hypothesis are effective in developing students’ ability to detect and solve problems.
