Based on the confirmation of the important role of head teachers at junior secondary schools, the paper proposes five competency-based solutions to develop head teachers at junior secondary schools, including the planning of head teachers at such schools based on the needs for local education development and each teacher’s ability; to establish core head teachers at junior secondary schools; to foster head teachers at junior secondary schools under professional capacity framework; to innovate competency-based assessment methods for head teachers at junior secondary schools; and to create favorable environment for them to promote and develop their professional capacity.
