Developing high-quality human resources is a strategic requirement to promote sustainable development in the North Central region in the context of international integration and digital transformation. This article analyzes several theoretical and practical issues related to this process, thereby identifying significant challenges facing the region. Based on that, the article proposes four solutions: improving human resource development policies; enhancing the quality of education and training according to regional needs; strengthening international cooperation and intra-regional linkages; and fostering an innovation ecosystem in developing high-quality human resources. The study is expected to contribute theoretical and practical foundations for policymaking in human resource development in the North Central region, aiming to improve competitiveness and realize sustainable development goals.
